Yes, you can. Government is usually very liberal in grant of permission to continue studies. Three out of four degrees that I have, were obtained while being in government service!
Can government employees do distance education?
Yes, a central govt. employee can continue his study from a distance education center. IGNOU ( Indra Gandhi National open university) is offering special course called distance and e- learning programmes for govt. employees (DELPGE) which are free of cost.

No, A government employee is not allowed to run a private business, neither is he allowed to work anywhere else as a part-time or full-time employee. This is against government rule and hence person who is found can be charged for breaking the law.
Is NOC required for distance education?
No. There is no need to take NOC from employer for pursue B.A or any other course from IGNOU. You should take permission from present employer to pursue your study even though it’s from distance department. Because when you enter in contract of job with the employer you have to sign letter of terms and conditions.
