Capacitor (also known as condenser) is a two metal plates device separated by an insulating medium such as foil, laminated paper, air etc. Keep in mind that capacitor acts as an open circuit in DC i.e. it only operable at AC voltages.

In AC circuits the alternating current periodically changes directions, charging the capacitor in one direction and then the other. Why do capacitors have a voltage rating?

The voltage rating on a capacitor is the maximum amount of voltage that a capacitor can safely be exposed to and can store. A circuit designer wouldn’t just use any voltage for a circuit but a specific voltage which is needed for the circuit. For one circuit, 12 volts may be needed.
