Explicitly as this question is asked, no you cannot sacrifice something while it is being destroyed. However, what you want to do is possible. The spell that destroys all creatures goes onto the stack and both players are then allowed to take actions before it resolves.

Does sacrificing a creature count as it being destroyed?
