I can fix the FPS capping by going to game shortcut’s (apparently it’s better to do it directly to the .exe, but it worked for me on the shortcut as well) properties, Compatibility tab, and selecting “Disable fullscreen optimizations”. It seems like that setting is pretty obscure and it’s hard to find any info about it. :/
