The CHAMPVA In-house Treatment Initiative (CITI) is a voluntary program that allows treatment of beneficiaries of the Civilian Health and Medical Program of the Department of Veteran Affairs (CHAMPVA) at Veterans Affairs medical centers (VAMCs) that have elected to participate in CITI.
