It’s perfectly fine to have a single breaker service multiple areas of a house, and in fact, the code doesn’t say too much about that beyond certain places require dedicated circuits (eg: kitchen counter outlets). The code limitation only comes from circuit load and the size of the breaker and wiring.

Can 2 bedrooms be on the same circuit?

Obviously, you can’t run more than 1 heater (on high) on a 15 amp circuit. Bedrooms are almost always on 15 amp circuits, but not usually more than 2 rooms on a circuit. You can run the heaters on low setting, if they have one. Otherwise, you’ll have to pay an electrician to run new circuits.
