Why did the hunters join the elites?
The Hunters joined the Elites because the Elites had space travel & they were a proud warrior race, but Hunters still belived Humans were enemies. Neither Grunts nor Hunters had any wish to side with the Humans. The Hunters could get space travel from the Prophets so they were all right.
Why were humans not invited to the Covenant?
Unwilling to accept this revelation and recognize the humans as “living gods”, the Covenant Hierarchs declared humans to be heretics who abused Forerunner tech and needed to be eradicated (for religious and political reasons).
Why humanity is not allowed to join the Covenant?
Because the Humans were a race chosen by the Forerunners to carry on their legacy. The Covenant worshiped the Forerunners, and the Prophets knew that if it became public knowledge that Humanity were the Reclaimers, they would likely not only lose power, but the entire political system of the Covenant might collapse.
