Joining a fraternity is possible after college, but that’s the point. You are past that stage in your life. Most fraternities do not really look for a potential new member out of college, but if you are interested and can offer something on the frat table, then, by all means, give it a shot.

Yes you can join a fraternity as a junior. As a sophomore myself in college I made the choice of joining my chapter of Tau Kappa Epsilon as a freshman and it was one of the most beneficial experiences I have been able to embark on in college.
