Yes, for sure, as long as your hand baggage is within prescribed limits. These days in fact some airlines ask to keep power banks / batteries etc. in hand bag only. Anyway, given the way sometimes checked bags are (mis)handled, it is advisable to take hard disk in hand baggage only.

Yes it is permitted. I generally carry couple of External Disk and couple of USB storage devices. It is advisable to keep them in carry on luggage as checked in luggage are at innate risk of getting misplaced.
