Kumkum is not offered to Lord Shiva. Shiv ji is considered a recluse, therefore he is not offered Kumkum. According to scriptures, Lord Shiva is offered Akshat or whole rice. If the rice is broken, it is considered incomplete and impure, and therefore not fit to be offered to Shiv Ji.

Can we offer sindoor to shivling?
