Read means that the user has actually opened the text in the Messages app. I also believe that you can only get the read tag for iMessages. Also the receiver has to turn on the functionality for “read” status to be sent as a response. It’s the “Send Read Receipts” toggle under messages.

Why do some texts show read and others dont?

The delivered message is unique to iMessage. This just lets you know it was delivered through Apple’s system. If it says Read, then the recipient has “Send Read Receipts” activated on their device.
