Why can I not Synchro Summon?

synchro summoning doesn’t work like ritual summoning where the level requirement can be more than what it asks for, the levels need to be exact i.e. to summon a level 9 synchro monster the materials must be exactly 9.

Can you Synchro Summon during your opponent’s turn?

You can use it to Synchro Summon during your opponent’s Main Phase. That leaves your opponent in a tough situation. Unless they get rid of Formula Synchron, you can see your opponent’s moves and unleash the perfect Synchro Monster, but if they try to get rid of it you can just Synchro Summon anyways.
